Jill is also a Professional Wetland Scientist (PWS), who specializes in wetland delineations, wetland mitigation, and Section 404 permitting. She has been listed by the Society of Wetland Scientists as a PWS since 2012 and has been listed by the US Army Corps of Engineers (USACE) as a certified consultant since 1999. She is proficient in streamlining the 404 process to meet project timelines by preparing mitigation plans that are acceptable to both the client and the USACE. 

As a biologist, certified by the US Fish and Wildlife Service (USFWS) to complete surveys for Mojave Desert tortoise, Utah prairie dog, southwestern willow flycatcher, and Mexican spotted owl. Jill is also certified by the Arizona Game & Fish Department to complete burrowing owl surveys. In the field, she has conducted species-specific surveys for several special status wildlife and plants. Jill has authored Biological Assessments and Biological Evaluations (BA/BE).  She is proficient in identifying applicable mitigation measures and quickly moving projects through the Endangered Species Act Section 7 consultation process.
